Keynote Session #1 : The Challenge of e-Learning in China Location: Nanyang Technological University, School of Biological Science, CR 1 9:15 am - 10:00 am Speaker: Dr Xu Erming Professor of Management and Deputy Dean, School of Graduate Studies, Renmin University of China. Biodata: Research Directions: International Business, Management and Organizational Behavior Prior to Dr. Xu's appointment as Deputy Dean, School of Graduate Studies, Renmin University, he held positions as the Dean of the Graduate School of Business Deputy Director of the Center for Business Administration Education, the Director of the Institute of Foreign Economic Management and the Director of the McGill-Renmin Management Education Program. He has been a visiting professor at the University of Technology in Sydney, the Praxair Visiting Professor of Management at New York State University at Buffalo, a Visiting Scholar at McGill University in Montreal and a Fulbright Senior Visiting Scholar at the Carlson School of Management, University of Minnesota, and the Kania School of Management at the University of Scranton. Recognized as a leading authority in business education throughout China, he is a member of China's National MBA Education Advisory committee of the State Council of China and is a director of the China Enterprise Management Association. His Ph.D. is from People's University of China in economics. E-Learning, bred in an inner chamber with no fame in China! Dr. Xu will talk about the direction of education and utilization of educational technology in China generally, and e-Learning developments at Renmin University. What are Chinese student’s demands when educational technology has made such a rapid progress nowadays? It is a key topic with increased interest and debate. Dr. Xu will also mention some links with other countries and institutions in e-Learning field. It is a small world! And everything is possible, isn’t it?

Plenary Session #1 Online learning pedagogy: Strategies and approaches for effectively applying ICT to support learning Location: Nanyang Technological University, School of Biological Science, CR 1 10:30 am - 11:15 am Speaker: Professor Ron Oliver Pro-Vice-Chancellor (Teaching and Learning), Edith Cowan University Biodata: Ron Oliver is Pro-Vice-Chancellor (Teaching and Learning) at Edith Cowan University in Western Australia. During his career, he has made use of technology to engage and motivate many thousands of students and he has always sought to understand what works and why. He has had considerable experience in the design, development, implementation and evaluation of technology-facilitated learning and learning resources. He has always enjoyed sharing his passion for learning and teaching and has written and spoken widely on his research and development in this area. He is widely recognized as someone with a broad knowledge and useful insights in online learning with a strong capability for effectively communicating and sharing his ideas. Ron has received considerable recognition for his achievements including awards for excellence in learning and teaching and excellence in research and research supervision. Among his awards are the prestigious AACE Fellowship and Associate Fellowship of the Carrick Institute in Australia. These days online learning happens all the time in almost every corner of the globe. Mostly it happens with very little teacher input and direction. Increased access to technology and Internet communications has moved much of the power in learning away from teachers and delivered it to the learners. There are many powerful ways for teachers to harness and value-add to learning with online settings. This presentation will explore and discuss the forms of online learning environments that most effectively sustain and enhance learning in higher education.

Plenary Session #3 Rising Pedagogies in Blended Learning: Are we baking a Soufflé? Location: Nanyang Technological University, School of Biological Science, CR 1 1:30 pm - 2:15 pm Speaker: Mr Glen O'Grady Director, Centre for Educational Development, Republic Polytechnic Biodata: Glen O'Grady is the Director for the Centre for Educational Development at the Republic Polytechnic Singapore. Glen is a founding member of the Polytechnic (2002) and has helped to guide the institution in respect to its unique philosophy of problem-based learning. The Centre provides leadership, training and certification around problem-based learning as well as research in innovative teaching and learning. Glen specialises in working with individuals, groups of teachers, departments, faculties and institutions in curriculum design and the creation of assessment systems that foster and measure learning. He has helped to facilitate the development and implementation of strategic plans for a wide array agencies seeking to rethink the way they devise education and training in countries including Singapore, China, Australia, Indonesia, New Zealand, Thailand, and Malaysia. He is also editor of the popular newsletter Reflections on PBL. He recently chaired the 2007 International Symposium on PBL – “Reinventing PBL” and is a member of the Pan-American PBL organizing committee for their International Conferences. Advocates for technology in education have rallied the faithful around the call for blended learning. This call has had a significant impetus in the rise of certain pedagogies. However, the rise of inquiry-based, problem-based, project-based and other pedagogies has not lead to a significant incorporation of technologies & dramatic transformation in teaching and learning as many educationalists would hope. One concern many teachers have is whether these pedagogies actually have the substance that matches the rhetoric. This presentation will explore the question of substance versus form amongst these rising pedagogies.

Promoting active and collaborative learning is readily attainable in the online learning environment. The fundamental requirement is the existence of a virtual learning community in this environment. Thus, educators must be very careful in creating, maintaining and supporting virtual learning communities. Attendees to the session will learn a number of strategies in not only creating and sustaining this community but also in designing and implementing web-based collaborative activities. (1st honor) from National University of Singapore. She has taught math in Singapore Polytechnic for thirty five years. She obtained the Excellence in Teaching Award. Biodata: Dr. Xiao Joined Singapore Polytechnic as a lecturer since 2006. She obtained her Ph.D. from Nanyang Technological University. The common approach to elearning focuses on developing study materials. However we realized content alone would not drive learning. We designed pedagogically sound activities, particularly cooperative learning, supported by quality materials, and applied them to the topic “Numerical Integration” for two semesters. The students’ performance during tests and exams improved compared to that in previous semesters. Track 1C The Affordances of a Learning Management System : Engaging learners within a dynamic environment Location: Nanyang Technological University, School of Biological Science, CR 2 Speakers: Dr Marissa Wettasinghe National Instittue of Education Mr Mazlan Hasan National Instittue of Education Biodata: Dr Marissa Wettasinghe is an Assistant Professor in the Learning Sciences & Technologies Academic Group at the National Institute of Education. She specializes in the use ICT for mainstream education and special education. She also heads the Centre of IT in Education at NIE. In her role, she and her team are responsible for all e-learning activities, projects, development and acquisition of e-tools and applications for academic staff in the institute. Her areas of research interest include the innovative use of ICT for teaching and learning, continuing professional development of teachers with the support of ICT in Singapore schools. Biodata: Mazlan is a Senior Instructional Designer at the Centre for IT in Education at the National Institute of Education, Singapore. He has over 10 years of experience working with web technologies and is currently researching the affordances of e-learning technologies and web 2.0 in teaching and learning for his PhD studies. He conducts workshops on instructional design, pedagogical strategies and implementation for online learning and strongly promotes the use of ICT in education. He is also a certified multimedia producer who enjoys developing new applications and enhancing current technologies to fit the needs of learners. The LMS comes with a plethora of tools built into the system, allowing the educator to create a dynamic learning environment, provide rich interactivity, whiles ensuring adequate support and scaffolds are present to ensure the learning objectives are met and that effective performance is achieved. This presentation provides real-life situations of how the affordances of an LMS has been tapped on via case studies within the NIE learning context to provide for enhanced student-focused pedagogies. Track 2A Using Web 2.0 Tools for the Institutional Support of a Culture and Language Immersion Scheme Location: Nanyang Technological University, School of Biological Science, CR 3 Speakers: Professor Lilian Vrijmoed City University of Hong Kong Dr Eva Wong City University of Hong Kong Biodata: Lilian Vrijmoed is the Dean of Student Learning at the City University of Hong Kong. She is charged with the responsibility in mapping the strategic direction and plans to transforming undergraduates from students to competent professionals and to establishing a comprehensive outcomes-based teaching and learning culture in the University. Biodata: Eva Wong is the Director of the Education Development Office, at the City University of Hong Kong. With experience and expertise in IT systems implementation, she has been involved in the successful implementation of various systems in CityU. Her current interest is using IT to enhance student learning. CityUHK initiated a Cultural and Language Immersion Scheme to develop students’ intercultural awareness and English language skills through immersing them in an overseas English-speaking environment. Students have to reflect on their learning by writing reflective journals using blogs on our Blackboard platform. This enables our English teachers to monitor students’ progress while they are abroad, hence assess their learning outcomes. In the presentation, we shall share our experience of the Scheme and our preliminary findings. Track 2B Cascading modes of communication in edveNTUre for knowledge sharing Location: Nanyang Technological University, School of Biological Science, CR 3 Speakers: Dr Paul Horng-Jyh, Wu Nanyang Technological University Biodata: Dr. Wu is a Senior Fellow with the School of Communication and Information at Nanyang Technological University. Presently, he teaches and researches on the general areas of Archival Informatics and Electronic Document and Record Management Systems, with particular emphasis on Web Archiving and Web Intelligence. Before joining NTU, he was co-founder and principle consultant of Mustard Technology, which specializes in multilingual search and data quality technologies. He has two decades of experiences in the theoretical and practical aspects of information technology and information management. A graduate of University of Michigan with majors in Artificial Intelligence and Computational Linguistics, he became a Senior R&D Member of Kent Ridge Digital Labs in the 90’s, during which he gained two US Patents for his invention on search and language technologies. Professionally, Dr. Wu has also provided IT consultation service to several government agencies, banks and telecommunication companies in Singapore and around the region. We present a case study on Professional Seminar – a course attended by around 200 post-graduate students each year on the topics relevant to information professionalism. Cascading modes of communication supported by Blog, Forum and Wiki Web 2.0 technologies is integrarted and deployed to facilitate adult learners in peer-to-peer learning. Online records will be analyzed to demonstrate how the cascade can effectively help learners achieve knowledge sharing, which otherwise would be hindered by miscommunication, in a natural discourse of learning from reflection, dialogue to consensus building. Track 2C Pedagogy 2.0: Creating a Social Learner Ecosystem Location: Nanyang Technological University, School of Biological Science, CR 3 Speakers: Professor Jeremy Williams Knowledge Universe Education Biodata: Prof Jeremy Williams is Chief Academic Officer at Knowledge Universe. He is also Adjunct Professor at QUT in Australia, Reims Management School in France, and U21Global in Singapore. Jeremy has been a practitioner and researcher in the field of online education for 15 years. The presentation considers the ramifications of the social networking phenomenon for the formal education system and the future of learning management systems in particular. The position taken is that ‘Web 2.0’ is changing the role of the learner in that they are now both consumer and producer of knowledge. Given this new dynamic, the role of ‘teacher’ needs to be reconsidered.

Plenary Session #4 Achieving Success through Partnership with Blackboard Global Services Location: Nanyang Technological University, School of Biological Science, CR 1 9:00 am - 9:45 am Speaker: Mr David Wilson Regional Manager Global Services - Asia Pacific Blackboard Biodata: David currently manages Blackboard Global Services for Asia Pacific assisting clients to enhance their educational and institutional outcomes. Prior to joining Blackboard David managed the implementation of the eLearning strategy for the Defence Academy of the United Kingdom and enjoyed a successful career within the corporate training and development sector. David has over 19 years of national and international consulting experience within corporate, government, HE and K-12 and has presented at a number of international conferences. Recognised as a thought leader in the effective application of online learning pedagogies David’s professional interests rest in the area on improving the educational experiences of staff and students through the application of effective online collaboration pedagogies. Improving the learning and teaching outcomes of an institution needs to be achieved within the framework of a unified vision. This presentation will focus on case studies, where institutions working in partnership with Blackboard Global Services have successfully embraced the goals of individual stakeholders within the broader context of the institution's vision. Examples of successful outcomes as a result of mapping institutional goals to well designed implementation strategies, will be highlighted.

He was invited to share SAF e-learning experience at NTU in 2002. BSc (Civil Engr) from Japan (1982) E-learning is an important enabler in training as employees can learn anytime and anywhere. How can it serve the Singapore Workforce Skills Qualification (WSQ) Framework? This presentation aims to share the experience gained in designing and conducting public-funded e-learning programmes for workers’ skills qualification supported by the Workforce Development Agency. Track 3B Incorporating Student-Centred Formative Assessment into a Scaffolded-Blended Learning Curriculum Model Location: Nanyang Technological University, School of Biological Science, CR 2 Speakers: Ms Santhakumari Thanasingam Nanyang Technological University Mr Alan Soong Nanyang Technological University Biodata: Santha Thanasingam is a lecturer at the Language and Communication Centre of the Nanyang Technological University. She coordinates English Proficiency for her Centre. She is currently involved in research that evaluates learning outcomes of a restructured curriculum that has introduced a scaffolded-blended approach to teaching English Proficiency. Her most recent co-authored paper on using technology in teaching English proficiency was presented at ascilite 2007. She is one of the recepients of the 2008 ascilite community mentoring award. Biodata: Alan Soong is a Senior Assistant Director (Faculty Development) at the Centre for Educational Development, NTU. His areas of interest include professional development in higher education, asynchronous and synchronous communication tools for teaching and learning. Alan served as a co-chair for ascilite 2007 conference (http://www.ascilite.org.au/conferences/singapore07/). The presentation provides insight into how two pedagogies; scaffolding and blending were used to design and implement a curriculum model on a full-scale to teach English Proficiency at the Nanyang Technological University. The need to cope with increasing class sizes and reduced contact time with faculty were addressed in the design. Strategies on how student-centred formative assessment was used to promote learning will be the main focus. The model has the potential of being adapted and customized for other learning contexts within Singapore and beyond. Track 3C Using Blackboard Statistics for Accountability & Faculty Engagement Location: Nanyang Technological University, School of Biological Science, CR 2 Speakers: Mr Ch'ng Beng Hin Ngee Ann Polytechnic Lim Peng Heng Ngee Ann Polytechnic Biodata: Mr. Ch’ng has been involved in leading and managing Nee Ann Polytechnic’s Mobile e-Learning (MeL) since 1999. He has helped to articulate and steer its pedagogy and social impacts on students and staff, as well as to promote it as an institutional trademark. He presently the Deputy Director of Nee Ann Polytechnic’s Teaching & Learning Centre. He had previously held a wide range of appointments, including teaching roles in IT and management roles in the IT faculty. He holds Master degrees in Mathematics and in Computational Science Biodata: Mr. Lim Peng Heng has played a key role in implementing and managing Ngee Ann Polytechnic’s Mobile e-Learning for the past 6 years. He has been directly involved in the Wireless Campus, Student Notebook Ownership and more so in the infrastructure setup for our e-Learning system (Blackboard). Mr. Lim was initially seconded from the Computer Centre to the Teaching & Learning Centre, and is now the Manager for its T&L Infrastructure & Service section. At the institutional level, Ngee Ann Polytechnic (Singapore) uses Blackboard usage statistics as evidence for management accountability and an instrument of engagement with faculty members. Sample usage statistical charts will be presented to highlight trends and student learning activities patterns over the 6 years. We will share how we use the statistics to establish in-house definitions on “Active Collaboration” and “Active Access” to help rally shift towards learner-centered learning at an institutional level.. Track 4A Lecturer Resistance: Managing Issues in Technological Innovation Location: Nanyang Technological University, School of Biological Science, CR 3 Speaker: Ms Joyce Tan Singapore Polytechnic Biodata: Joyce Tan is an education advisor in the Singapore Polytechnic [SP]. She manages curriculum and pedagogic development matters for SP diploma programmes. Joyce was previously at the Ministry of Education, English Language Unit, Curriculum Planning and Development Division where she managed the national English Language curriculum development in Singapore. With the continual need to reform education so that it encompasses a greater spirit of inquiry and currency to global trends, emerges a growing need for the engagement of technological innovations. This presentation explores issues that surround lecturer resistance toward such technological improvement efforts in current curriculum development. A framework which maps the levels of resistance and the proposed rectification of such acts of anti-reform are discussed. Track 4B Converting to Blended Learning: Are You Ready? Location: Nanyang Technological University, School of Biological Science, CR 3 Speaker: Mr Kevin Jones Nanyang Technological University Biodata: Kevin Anthony Jones is a full-time lecturer in the School of Computer Engineering; he joined NTU in July 2002. His interests are in software development and implementation, and he is an expert in UML. Previous to NTU, Kevin was involved in the provision of adult education, both in the public and private sectors. He has developed professional training programmes for software consultants, software developers, and communication equipment technicians. He served in the Canadian Signals School as a Chief Instructor and Computer Course developer. In NTU, Kevin has been a course coordinator since 2004. From this vantage point, he has been studying the Asian student, and conducting research into the effectiveness of teaching practices, both traditional and new (blended learning). After completing the first part of the Certificate in Teaching for Higher Education, Kevin has amassed considerable data on student feedback for these initiatives. The presentation will explain a seven-step hierarchical process for a professor to follow in converting his/her university engineering course from being lecture-based to one that is blended with eLearning mechanisms. There are basic assumptions about the course structure and the level of blending, plus two fundamentals of time spent on learning and the conversion following small steps.. Track 4C A Rapid, Extensible, Affordable and Scalable Content Development (REASCD) model for Distance Education Location: Nanyang Technological University, School of Biological Science, CR 3 Speakers: Mr Paul Gagnon Nanyang Technological University Associate Professor Ling Keck Voon Nanyang Technological University Biodata: Mr Paul Gagnon is the Senior Deputy Director in the Centre for Educational Development at Nanyang Technological University. His research interests include how to successfully morph existing effective F2F pedagogical practices to online learning environments, and the relevance of the latest research in Cognitive Psychology and Cognitive Neuroscience to advance online teaching and learning. The NTU Distance Education 70/30 model features a 70 percent asynchronous and 30 percent synchronous content delivery process which reflects the successful application of a rapid, extensible, affordable and scalable content development (REASCD) process cycle to provide reliable and quality online DE programmes locally and regionally.
Keynote #2 Developing a community and evidence base for eLearning to support institutional planning Location: Nanyang Technological University, School of Biological Science, CR 1 11:30 am - 12:30 am Speaker: Professor Carmel McNaught Director & Professor of Learning Enhancement Centre for Learning Enhancement And Research, The Chinese University of Hong Kong Biodata: Carmel McNaught (BSc (hons), DipEd, MEd, PhD) is Director and Professor of Learning Enhancement in the Centre for Learning Enhancement And Research (CLEAR) at The Chinese University of Hong Kong. Carmel has several decades of experience in teaching and research in higher education in Australasia and southern Africa, working in the discipline areas of chemistry, science education, second language learning, eLearning, and higher education curriculum and policy matters. Current research interests include evaluation of innovation in higher education, strategies for embedding learning support into the curriculum, and understanding the broader implementation of the use of technology in higher education. She is on the editorial board of 14 international journals and is a prolific author with over 250 academic publications. While eLearning is a key item in University planning and budgeting, the literature remains littered with stories of expensive initiatives with sub-optimal outcomes. At The Chinese University of Hong Kong we are planning for eLearning on the basis of three key principles: 1) Good communication and robust networks must exist within the University. 2) A strong evidence base is essential to inform planning; this includes information about current preferences and information about likely future needs. 3) Evaluation plans are required for all projects. In the keynote talk I will explain how we have implemented these three principles and will describe our monitoring mechanisms which look at technical requirements as well as educational uses and outcomes.
